Act
Most of us know The Individuals with Disabilities Education Act
as the law stating public schools must offer special education.
Fortunately for your child, with his or her unique needs, there
is much more to IDEA than that.
Under IDEA, every state educational agency (SEA) and local educational
agency (LEA) is responsible for offering a free, appropriate public
education. Federal grants to every state help guarantee this. In
fact, the law mandates not only that disabled children have access
to free education, but also that each child’s specific needs
be addressed.
This goal of the Act, each disabled child’s unique needs,
is what makes it work. Its regulations are focused on results. School
districts can’t simply offer the same merely adequate program
for all disabled students. Instead, they must take an active role,
together with parents, in:
- structured meetings involving regular-ed and special-ed teachers
- “child find” efforts to place students in appropriate
facilities
- a written plan called an Individualized Educational
Program (IEP) for each child
- ongoing evaluation and revision to the IEP
